Project Director – Phillip Huerta
Originally, from the Milwaukee area I found Winona, MN for college. I graduated from Winona State University (WSU) in 2011 with a Bachelors Degree in Marketing. My wife and I found jobs right away in the area, and after a few years of working in retail sales I wanted to explore the Counseling field. I attended WSU for Graduate Studies, and became a Licensed Alcohol & Drug Counselor (LADC) in December 2015.
My first job in the field was with Winona County ASAP as the Program Coordinator from December 2015-June 2019. From that point, I changed career paths to start my own business as a financial adviser with Northwestern Mutual, which is my current work. In addition to being the ASAP Coordinator I have taught Financial Peace University since 2013 and coached individuals on the side. I enjoy serving the community by helping families feel secure about their financial future, and ensuring a healthy future for teens with ASAP.

Program Coordinator – Gabrielle “Elle” Mark
A recent honors graduate of the University of Wisconsin – La Crosse with my Bachelor’s Degree in Public Health and Community Health Education, I am thrilled to be back in my homeland of Minnesota promoting healing relationships and healthy habits amongst today’s youth.
As a student, I worked and volunteered with businesses and organizations such as Gundersen Health System, the La Crosse County Prevention Network and the local campaign to Change Direction to combat substance abuse and promote mental health within our community. Outside of work, I am busy serving as Miss La Crosse/Oktoberfest 2018 advocating and raising funds for mental health initiatives and promoting tourism to the Coulee Region. I am eager to bring my energy to Winona County ASAP and continue the great work this organization has done and will continue to do!
